How to open a bank account for someone to pay for major expenses due to illness?

I have a nieghbor who has been diagnosed with a brian tumor. She is the mother of two young children. Her husband is employed, but at her side since she slipped into a coma a little over a week ago. They need help and I wanted to open, with her husband's agreement, a bank account and start to conduct benefits. What are the rules/protocols for setting up such an account?

It's done many times and often by deceased police officers/fire fighters on behalf of the family of fallen public servants.The doners then send the money to that account in care of the bank. The reason this is fairly simple is because contributions to it are not deductible for income tax purposes. It is not a recognized charity under IRS 501(c)(3) rules.

Also suggest the husband contact Hospice. They often will help.
